Goa Government Grants Permission for Use of Loudspeakers During Festive Nights in 2025

Department of Environment & Climate Change Issues Official Order

Panaji, March 4, 2025: The Government of Goa, through the Department of Environment & Climate Change, has officially permitted the use of loudspeakers and public address systems during night hours (10:00 PM to 12:00 Midnight) on select festive occasions in 2025. The directive follows the provisions of sub-rule (3) of Rule 5 of the Noise Pollution (Regulation & Control) Rules, 2000.

The order, issued by Sachin S. Desai, Director & Ex-Officio, Jt. Secretary (Environment & Climate Change), mandates strict compliance with noise pollution regulations and specifies that permission will be granted only on a case-by-case basis. Applications must be submitted by the respective Village Panchayat, Municipal Corporation/Municipal Council, or an individual seeking approval.

Festive Occasions Permitted for Loudspeaker Use

The schedule includes major religious, cultural, and state-sponsored events:

  • Ganesh Chaturthi (2nd and 5th day of idol immersion) – August 28 & 31, 2025
  • Anant Chaturdashi – September 6, 2025
  • Carnival (Last Day) – March 4, 2025
  • Easter Eve – April 20, 2025
  • Diwali Eve – October 19, 2025
  • Navaratri (Last Day) – October 1, 2025
  • International Film Festival of India (IFFI) – November 21 & 22, 2025
  • Christmas Eve & Christmas – December 24 & 25, 2025
  • New Year’s Eve Celebrations – December 28 to 31, 2025

Terms and Conditions for Permissions

  1. Case-by-case approval: Loudspeaker use will only be permitted after a formal request by the concerned authority.
  2. Strict compliance with noise pollution rules: Any violation will result in strict action.
  3. Monitoring: Authorities will monitor noise levels during the permitted festive occasions and take remedial measures if needed.

The Goa government aims to balance cultural and religious celebrations with environmental concerns and noise pollution control. Citizens are advised to adhere to the prescribed guidelines to ensure peaceful celebrations across the state.
