Mormugao MLA Sankalp Amonkar Backs Goa Budget 2025-26 in Assembly

Panaji, July 21: Mormugao MLA Sankalp Amonkar today spoke in the Goa Legislative Assembly during the ongoing monsoon session, expressing strong support for the Goa Budget 2025-26 presented by Chief Minister Dr. Pramod Sawant.

Addressing the House, Amonkar lauded the Chief Minister for presenting a ₹28,163 crore budget with a projected revenue surplus of ₹2,403 crore, terming it a progressive plan aligned with Prime Minister Shri Narendra Modi’s vision of “Sabka Sath, Sabka Vikas, Sabka Vishwas, Sabka Prayas.”

He emphasized that this year’s budget focuses on tourism infrastructure, green energy, improved public transport, clean and green Goa, 100% literacy, Swayampurna Goa, and faster public service delivery.

Key Points from Amonkar’s Address:

General Administration:

  • Unified Pension Scheme for government staff with 50% of last average pay and family pension.
  • State Festival status for Margao Dindi Utsav and Shirgao Devi Lairai Jatra.
  • Acquisition of 3,800 sq. mt. of land for Ayodhya Goa Ram Nivas at ₹26.05 crore for devotees.
  • Renovation of Goa Sadan (New Delhi) and construction of Goa Bhavan (Navi Mumbai).

Employment & Personnel:

  • Recruitment of 4,000 GHRDC staff and deployment in the private sector with government support.
  • Revision of recruitment rules to allow private sector professionals to qualify for government jobs.
  • Benefits like maternity leave and bonuses for GHRDC employees.

Education:

  • ₹2,100 crore allocated for the education sector to achieve 100% literacy.
  • CM-CARES (Coding & Robotics Education) to be implemented in 442 schools.
  • Distribution of laptops in government middle schools, lab upgrades, and ₹200 crore for school repairs.
  • Skills on Wheels mobile training units for rural areas and new skilling courses at ITIs.

Infrastructure & Health:

  • ₹640 crore GSIDC projects, including a 20-bedded PHC for Mormugao constituency.
  • ₹100 crore capital works sanctioned for each constituency.
  • Construction of a green corridor along national highways and utility ducts.
  • Addition of 108 ambulances, day-care cancer centers, GMC satellite OPDs, and expansion of MBBS seats.

Tourism & Transport:

  • Development of modern cruise terminals, oceanarium, aero-tourism, and a Chhatrapati Shivaji Maharaj digital museum.
  • Mukyamantri Bus Sahayata Yojana and Taxi Sahay Yojana with an allocation of ₹20 crore.
  • Redevelopment of bus stands on a PPP model.

Other Key Initiatives:

  • Establishment of Goa Maritime Board and redevelopment of passenger jetties for inland waterway tourism.
  • New working women’s hostels at Tuem, Madkai, Cuncolim, and Verna.
  • Sustainable mining policies with 12 sand extraction zones identified.
  • New schemes for tribal welfare, women & child development, and Divyaang empowerment, including Purple Fest 2025.

“The Goa Budget 2025-26 ensures balanced growth for all sections of society—Nari Shakti, Yuva Shakti, Kisan Shakti, and Garib Kalyan. It is a significant step towards a Swayampurna and developed Goa by 2047,” said Amonkar, while extending full support to the budget proposals.
