MHA Issues Nationwide Directive to Bolster Civil Defence Amid Rising Indo-Pak Tensions

New Delhi, May 5, 2025 — In response to the recent escalation in hostilities between India and Pakistan following the deadly Pahalgam attack, the Ministry of Home Affairs (MHA) has issued a nationwide directive aimed at strengthening India’s civil defence infrastructure.

The MHA’s directive outlines a comprehensive set of initiatives to enhance the country’s preparedness for potential hostile actions:

  • Air Raid Warning Sirens: Authorities have been instructed to ensure the operational readiness of sirens across urban and sensitive areas. These systems are vital for alerting civilians in the event of an aerial threat.
  • Civilian Training: Educational institutions and community centres will begin programs to train civilians and students in safety procedures during air raids or attacks, aiming to foster a culture of preparedness.
  • Blackout Protocols: Cities are being asked to implement crash blackout procedures, especially in high-risk zones, to reduce visibility to enemy aircraft during nighttime operations.
  • Camouflaging Vital Installations: Strategic infrastructure such as power stations, military bases, and communication hubs will undergo early camouflage procedures to avoid detection from aerial surveillance.
  • Evacuation Plans: Updated and rehearsed evacuation protocols are to be put in place in coordination with local administration and emergency services, ensuring a swift and orderly response in crisis scenarios.

The directive comes amid sharply deteriorating relations between India and Pakistan. In a strong retaliatory move, India has suspended the Indus Waters Treaty, expelled Pakistani diplomats, and sealed key border crossings.

Pakistan, denying any role in the Pahalgam attack, has responded by suspending the Simla Agreement, closing its airspace to Indian aircraft, and halting all bilateral trade with India.

Analysts warn that the situation remains volatile, and both nations appear to be entering a dangerous phase of diplomatic and military brinkmanship.

As tensions mount, the Indian government is urging the public to remain calm but vigilant. “We must be prepared for all contingencies. This is a time for national unity and civil readiness,” said a senior MHA official.
