GPCC President Demands Criminal Action Against M Venkat Rao Infra Projects Pvt Ltd Over Repeated Fatal Accidents in Goa

Panaji, June 3, 2025:
Goa Pradesh Congress Committee (GPCC) President Amit S. Patkar has issued a strongly worded letter to the Director General of Police, demanding immediate criminal action against M Venkat Rao Infra Projects Pvt Ltd and its board of directors for repeated incidents of fatal negligence at construction sites across the state.

In his letter dated June 3, 2025, Patkar expressed “deep anguish and concern” over the tragic deaths of two Goan workers within a span of just three months, allegedly due to gross violations of safety protocols by the company.

On March 4, 2025, Shri Swapnil Chindarkar, an Electricity Department worker, lost his life when unsafe scaffolding collapsed at an MVR Infra construction site near Vishal Megamart in Dabolim. Despite the fatality, Patkar noted that no concrete legal or preventive action followed.

Shockingly, on May 28, 2025, another life was lost — Shri Maruti Jadhay — in a similar incident attributed to unsafe practices by the same company. Patkar stated these tragedies highlight a “pattern of criminal negligence” and called the company’s continued operations “a reckless disregard for human life.”

In the letter, Patkar invoked multiple sections of the Indian Penal Code, including:

• Section 302 IPC (murder — in case of willful gross negligence)
• Section 304A IPC (causing death by negligence)
• Section 336, 337 & 338 IPC (endangering life, causing hurt/grievous hurt)
• Section 287 IPC (negligent conduct with respect to machinery)

He also cited violations under the Factories Act, 1948 and the Building and Other Construction Workers Act, 1996, pointing to systemic failure in ensuring worker safety.

Patkar’s demands include:

1. Registration of an FIR under the relevant IPC sections,
2. Immediate arrest of all responsible directors and officials of MVR Infra,
3. Comprehensive investigation of all MVR projects in Goa,
4. Suspension of all ongoing work by the company until safety audits are completed,
5. Compensation and justice for the bereaved families.

Patkar also highlighted other serious lapses allegedly involving the same company, including:

• Damage to a major fuel pipeline from Mormugao Port to Zuari IAV Pvt Ltd on January 30, 2025, and
• Destruction of a major water pipeline at MES junction on April 17, 2025.

“No action was registered in either case,” he said, warning that unchecked negligence will only lead to further loss of life.

Calling for “exemplary action,” Patkar stated that a registered copy of the FIR should be shared with the GPCC for record and follow-up.

The ball now lies in the court of Goa Police, as citizens and political observers await swift action in what is being viewed as a serious failure of safety enforcement in the state.
