Goa Chief Minister Dr. Pramod Sawant on Monday lauded the Union Budget 2025-26 as a “visionary roadmap” for India’s development, praising its focus on empowering citizens and driving inclusive growth. The budget, presented by Union Finance Minister Nirmala Sitharaman earlier in the day, outlines a comprehensive strategy under the #ViksitBharat2047 vision, anchored in four pillars: Nari Shakti (Women Empowerment), Yuva Shakti (Youth Power), Annadata (Farmers’ Welfare), and Gareeb Kalyan (Welfare of the Poor).

“I wholeheartedly welcome the #ViksitBharatBudget2025 presented by Smt. Nirmala Sitharaman Ji under the visionary leadership of Hon’ble PM Shri Narendra Modi Ji,” said Dr. Sawant. “This budget is a testament to our government’s commitment to building a stronger, more prosperous India by addressing core developmental challenges.”

Key Focus Areas: Building a Resilient Economy

The budget introduces 10 Broad Development Measures aimed at accelerating growth across critical sectors:

  1. Agricultural Growth & Rural Prosperity: Enhanced MSP coverage, crop diversification incentives, and expanded rural infrastructure funding.
  2. Inclusive Growth & MSME Support: Easier credit access, production-linked incentives for small industries, and skill development programs.
  3. Employment-Led Growth: Apprenticeship schemes and sector-specific workforce training to harness India’s demographic dividend.
  4. Energy Security & Export Promotion: Investments in renewable energy hubs and export corridors to boost manufacturing.
  5. Innovation & Economic Strengthening: Tax rebates for R&D, startup grants, and public-private partnerships in tech development.

Middle-Class Relief & Structural Reforms

A standout announcement was the income tax exemption for individuals earning up to ₹12 lakh annually, a move Dr. Sawant hailed as “game-changing” for middle-class savings and disposable income. “This relief will empower families to invest in education, health, and entrepreneurship, creating a ripple effect across the economy,” he stated.

The budget also unveiled reforms across sectors:

  • Taxation: Simplified GST procedures and reduced compliance burdens.
  • Urban Development: Smart City 2.0 initiatives focusing on sustainable housing and digital infrastructure.
  • Power & Mining: Incentives for green energy adoption and streamlined mineral exploration policies.
  • Tourism & Fisheries: Mega projects to promote coastal tourism and modernize aquaculture under the Sagar Mitra scheme.

Dr. Sawant emphasized the budget’s alignment with Kartavya Kaal—an era of collective duty—to achieve the #ViksitBharat2047 goal. “By prioritizing infrastructure, human capital, and innovation, this budget ensures India remains resilient amid global uncertainties,” he noted.

With heightened allocations for women-led entrepreneurship, youth skilling, and farm-to-market linkages, the fiscal plan aims to bridge urban-rural divides while fostering private sector participation. Analysts predict the measures could spur job creation in sectors like shipbuilding, textiles, and renewable energy.
