Mormugao Municipal Council Holds Special Meeting with Naval Officials and Stakeholders to Address Key Concerns

Additionally, concerns were raised about securing Naval No Objection Certificates (NOC) within Mormugao Council’s jurisdiction, a matter that has led to revenue loss for the municipality over the years.

The meeting, held at the Municipal Council premises, brought together key representatives from the Navy and stakeholders associated with the region. The issue of service tax compliance emerged as a central point of discussion, aligning with the Supreme Court’s directives and emphasizing the need for adherence to tax regulations.

Mormugao Municipal Council officials stressed the importance of transparent and efficient tax compliance to ensure a fair contribution to municipal revenues. The collaboration with Naval authorities is seen as a positive step toward resolving any discrepancies and fostering a harmonious relationship between the military establishment and the local governing body.

Vasco MLA Krishna Salkar Supervises Critical Pipeline Replacement Work Along Swatantra Path

In a proactive move to address longstanding infrastructure concerns, Vasco MLA Krishna Salkar has taken charge of overseeing the replacement of a dedicated pipeline along Swatantra Path. The project aims to replace a pipeline that has been in service for over 50 years, offering a long-term solution to the persistent issue of road digging along Swatantra Path.

With a focus on enhancing the city’s infrastructure and reducing inconvenience caused by frequent road excavations, MLA Krishna Salkar initiated the inspection and replacement work. The aging pipeline, in service for half a century, has been a source of numerous disruptions due to regular repairs and maintenance.

Salkar emphasized the need for a comprehensive solution, stating, “The replacement of this pipeline is not just about addressing the immediate issues but ensuring a sustainable and uninterrupted water supply system for the future. It will also put an end to the frequent digging of roads, providing much-needed relief to the residents of Vasco.”

Government of India Reviews Foreign Direct Investment Policy in Space Sector

05 MAR 2024,  – In a significant move, the Government of India has undertaken a comprehensive review of the Foreign Direct Investment (FDI) Policy in the Space sector. The amendments, effective immediately from the date of FEMA notification, aim to further open up the sector to foreign investments while maintaining strategic control.

The revisions under Para 5.2.12 of the Consolidated FDI Policy Circular of 2020 introduce changes in various segments of the space industry, providing a clearer framework for foreign investors. The modifications encompass Satellite Manufacturing & Operation, Satellite Data Products, Launch Vehicles, Spaceports, and Manufacturing of Components and Systems/Subsystems for the space sector.

Satellites – Manufacturing & Operation:

  • Sectoral Cap: 100%
  • Entry Route: Up to 74% – Automatic, Beyond 74% – Government route

This category involves end-to-end manufacturing and supply of satellites and/or payload, including control of in-orbit operations.

Satellite Data Products:

  • Sectoral Cap: 100%
  • Entry Route: Up to 100% – Automatic

Encompassing the reception, generation, or dissemination of earth observation/remote sensing satellite data and data products, including Application Interfaces (API).

Ground Segment & User Segment:

  • Sectoral Cap: 100%
  • Entry Route: Up to 100% – Automatic

(a) Ground Segment: Involves the supply of satellite transmit/receive earth stations, gateway, teleports, satellite Telemetry, Tracking and Command (TTC) station, Satellite Control Centre (SCC), etc.

AI Traffic Signals to Enhance Safety at Peddem Junction – Adv Carlos Alvares Ferreira

In response to growing concerns about the safety of Peddem junction, the MLA of Aldona constituency Adv Carlos A Ferreira informed that the   government has taken decisive action by approving the installation of advanced Artificial Intelligence (AI) traffic signals equipped with cameras. This move comes amid heightened risks associated with the reduced height of the rumbler strips, coupled with the prevalence of speeding vehicles in the area.

Acknowledging the potential dangers, authorities have expedited the process to address the traffic-related challenges at Peddem junction. The decision to implement AI-powered traffic signals is seen as a significant step towards enhancing safety and ensuring smoother traffic flow at the busy intersection.

The state-of-the-art traffic signal system is set to arrive from Chennai, and installation is expected to commence within the next two months. The inclusion of AI technology will not only regulate traffic effectively but also provide additional surveillance capabilities through integrated cameras. This initiative aims to bolster overall safety measures and reduce the likelihood of accidents at the junction.

National Fishworkers Forum (NFF) Hails India’s Stance on WTO Fisheries Agreement at MC13

In a recent press release, the National Fishworkers Forum (NFF) expressed its satisfaction with India’s steadfast refusal to rectify the World Trade Organization (WTO) fisheries agreement on subsidies during the 13th Ministerial Conference (MC13) held in Abu Dhabi. Mr. Olencio Simoēs, the General Secretary of NFF, commended the Minister of Commerce and Industry, Piyush Goyal, and the official WTO delegation for vehemently advocating India’s position in support of small-scale fishers engaged in sustainable fishing practices.

At the heart of the matter is the concern for the livelihoods of small-scale fisherfolk who play a crucial role in maintaining ecological balance while contributing significantly to India’s seafood industry. The WTO fisheries agreement aims to address concerns about overcapacity and overfishing resulting from subsidies provided for fuel equipment, vessel construction, and market prices of caught fish.

Mr. Simoēs highlighted the importance of sustaining India’s position in the upcoming 14th Ministerial Conference (MC14), anticipated to be held in Cameroon two years from now. The NFF General Secretary asserted that ratifying the agreement would jeopardize essential subsidies crucial for the survival of small-scale fishers. Such subsidies, according to WTO regulations, are perceived as contributing to overcapacity and overfishing in the industry.

The NFF’s position aligns with the interests of small-scale fisherfolk, emphasizing the importance of recognizing their sustainable practices. The organization believes that the continuation of subsidies is essential to ensure the livelihoods of these communities and promote responsible fishing practices.

Deborah James, the facilitator of the global Our World Is Not for Sale (OWINFS) network, felicitated Mr. Olencio Simoēs for his passionate, dedicated, and successful advocacy at MC13. CISF Security Guard Found Dead in his Barracks at Headland Sada

In a heartbreaking incident, a Central Industrial Security Force (CISF) constable, identified as Mungulu Behra (32), deployed as a security guard at Mormugaon port, was discovered dead by suicide in his barracks at the CISF colony in Mormugao Sada. The exact reason for the tragic act remains elusive, leaving the community and authorities in shock.

According to the Mormugaon Police, the unfortunate event unfolded on March 2 around 9:30 pm when Mungulu Behra went  to sleep in his barracks for the night. On the morning of March 2, fellow CISF personnel attempted to reach out to him on his mobile phone, intending to engage in a game of Vollyball. Concerned when he failed to answer, his colleagues approached his room, only to discover the lifeless body of Mungulu, who had hanged himself.

Swiftly reporting the incident to his superiors, the CISF personnel contacted the local authorities, and the Mormugao Police were soon on the scene. The police have conducted a Panchnama of Mungulu Behra’s body and body sent to South Goa District Hospital  for a post-mortem examination to ascertain the cause of death.

Mungulu Behra, a native of Odisha state, had been serving in the CISF and was well-regarded by his colleagues. The investigating officer, Police Sub-Inspector Stanley Gomes, expressed the perplexity surrounding the tragic event, stating,  at this point, we are unable to comprehend the reasons behind his suicide.

The incident serves as a somber reminder of the mental health challenges faced by individuals in high-stress professions, prompting calls for increased awareness and support within security forces and related organizations.

 

Withdrawal of ₹2000 Denomination Banknotes – Status

The Reserve Bank of India (RBI) had announced the withdrawal of ₹2000 denomination banknotes from circulation vide Press Release 2023-2024/257 dated May 19, 2023. The status of withdrawal of ₹2000 banknotes is periodically published by the RBI. The last press release in this regard was published on February 01, 2024.

2. The facility for deposit and / or exchange of the ₹2000 banknotes was available at all bank branches in the country upto October 07, 2023.

3. The facility for exchange of the ₹2000 banknotes is available at the 19 Issue Offices of the Reserve Bank (RBI Issue Offices)1 since May 19, 2023. From October 09, 2023, RBI Issue Offices are also accepting ₹2000 banknotes from individuals / entities for deposit into their bank accounts. Further, members of the public are sending ₹2000 banknotes through India Post from any post office within the country, to any of the RBI Issue Offices for credit to their bank accounts.

4. The total value of ₹2000 banknotes in circulation, which was ₹3.56 lakh crore at the close of business on May 19, 2023, when the withdrawal of ₹2000 banknotes was announced, has declined to ₹8470 crore at the close of business on February 29, 2024. Thus, 97.62% of the ₹2000 banknotes in circulation as on May 19, 2023, has since been returned.

5. The ₹2000 banknotes continue to be legal tender.

The rise of matka, a form of illegal gambling, has become a cause for concern among citizens who are demanding immediate intervention to curb this menace. Despite the efforts of law enforcement agencies to crack down on these activities, the lack of control from authorities has allowed the matka business to thrive within the city limits.

Police sources reveal that there have been several raids in recent months, resulting in the arrest of numerous individuals involved in the matka trade. However, the kingpins behind these operations seem to operate with impunity, often evading capture and continuing their illicit activities.
