Gram Sabha of VP Velsao-Pale-Issorcim passes resolution against grant of construction licenses for mega projects

Mormugao | 26th August 2025 – In a strong move to safeguard the environment and protect the identity of their villages, the Gram Sabha of Velsao-Pale-Issorcim Village Panchayat passed a unanimous resolution opposing the grant of construction licenses for multi-dwelling units and mega projects within its jurisdiction.

The resolution, proposed by Mrs. Sandra Rodrigues, highlighted the pressing civic issues plaguing the villages, including the spiralling garbage menace, erratic water and power supply, and the deteriorating condition of internal roads. The Gram Sabha resolved that no such licenses would be issued until the State Government conducts a comprehensive carrying capacity study of all three villages.

Sarpanch Mrs. Maria Diana Gouveia expressed gratitude to the villagers for their overwhelming support and assured that the panchayat would prioritize safeguarding water bodies, paddy fields, agricultural lands, and hills. She firmly declared that henceforth, no construction licenses for mega projects or multi-dwelling units will be granted, urging villagers to preserve the unique culture and identity of their villages.

Gram Sabha member Mr. Manuel Rodrigues stressed the urgent need for improved infrastructure, particularly uninterrupted power supply. He warned that unchecked urbanisation could prove disastrous in the long run and called upon villagers to stand united against rapid urban development.

Meanwhile, Mrs. Sandra Rodrigues, who moved the resolution, reiterated her longstanding demand for access rights denied to her and her neighbours. She alleged that the South Western Railways and its contractor RVNL had illegally occupied their Right of Way, cutting off their traditional access route from heritage residences to the Velsao market.

The meeting concluded with Panch Tecla proposing the vote of thanks.

This landmark resolution reflects the collective resolve of the people of Velsao, Pale, and Issorcim to protect their villages from unsustainable development and preserve their cultural heritage.
