Goa Government Issues Fresh Allocation of Portfolios Among Ministers


Porvorim, Goa | August 27, 2025 – The Government of Goa has officially issued a fresh notification revising the allocation of portfolios among its Council of Ministers. The order was published by the General Administration Department (GAD) under Notification No. 1/4/2022-GAD-II (Part-II)/3696, signed by Under Secretary (GA-II) Shreyas D’Silva.

The new distribution of responsibilities was approved by the Governor of Goa in consultation with Chief Minister Dr. Pramod Sawant, and supersedes the earlier notification dated August 6, 2024.

Key Allocations Under the New Notification

  • Chief Minister Dr. Pramod Sawant will handle Home, Finance, Personnel, Vigilance, and Official Language.
  • Shri Vishwajit Rane takes charge of Health, Urban Development, Town & Country Planning, Women & Child Development, and Forest.
  • Shri Mauvin Godinho retains Transport, Industries, Panchayat Raj, and Protocol.
  • Shri Ravi Naik oversees Agriculture, Handicrafts, and Civil Supplies.
  • Shri Subhash Shirodkar is entrusted with Water Resources, Co-operation, and Provedoria.
  • Shri Rohan Khaunte heads Tourism, Information Technology, and Printing & Stationery.
  • Shri Atanasio Monserrate manages Revenue, Labour, and Waste Management.
  • Shri Sudin Dhavalikar will look after Power, New & Renewable Energy, Museums, Goa Gazetteer, and Historical Records.
  • Shri Nilkanth Halarnkar takes charge of Fisheries, Animal Husbandry & Veterinary Services, and Factories & Boilers.
  • Shri Subhash Phal Dessai has been given Social Welfare, Drinking Water, Empowerment of Persons with Disabilities, and River Navigation.
  • Shri Digambar Kamat oversees Public Works, Captain of Ports, and Legal Metrology.
  • Shri Ramesh Tawadkar will manage Art & Culture, Tribal Welfare, and Sports & Youth Affairs.

The notification further clarifies that any other department or subject not specified will be directly handled by the Chief Minister.

The order was simultaneously circulated to all Secretariat Departments, Government Secretaries, and the Goa Legislature for immediate implementation.
