Carlos Ferreira Slams Goa Cabinet’s Move to Denotify CADA Land for Casino Project, Calls It “Fraudulent and Illegal”
Panaji, May 11, 2025 — In a fiery social media post, Aldona MLA and Indian National Congress leader Adv. Carlos Alvares Ferreira has strongly condemned the Goa Cabinet’s recent decision to denotify over 3.33 lakh square metres (3,33,805 sq. mt.) of CADA-notified land in favor of Delta Corp Ltd, calling the move “fraudulent” and “totally illegal.”
Ferreira alleges that the land—originally designated under the Command Area Development Authority (CADA) for agricultural purposes—was “gifted” to Delta Corp Ltd to facilitate the setting up of an Integrated Resort Development Project, which includes casino operations. He claims that the Cabinet’s decision not only violates legal norms but also compromises the interests of Goa’s farming community.
“Waiving off crores of rupees to benefit this casino company is another corrupt act by the BJP Government. This additional ‘gift’ raises serious questions—how much of this waived amount has been pocketed by the BJP?” Ferreira wrote.
Ferreira further pointed out that the land in question was only recently notified as CADA land in November 2024, when he was a member of the CAD Board. Expressing shock, he said the proposal came to the Cabinet “through Goa-IPB (Investment Promotion Board)” without transparency or public discussion.
“Whilst pretending it wishes to help the farming community, the BJP Government is actually finishing them off—selling off agricultural lands to friends for building ‘farm houses’, and now for casinos,” he stated.
In a strongly worded conclusion, Ferreira accused the BJP Government of betraying its own electoral promise to remove casinos, instead actively facilitating their expansion.
“This is black-and-white evidence that the BJP Government is all out to sell Goa. They are in a hurry to finish and sell off Goa before the next elections,” Ferreira declared.
The Congress leader’s statement has sparked fresh debate over land use, transparency, and the future of casino operations in the state, especially as Goa heads toward a politically charged period ahead of the 2027 elections.
