AAP’s Ramrao Wagh Slams RGP: Exposes Blame Game Over Azossim Mandur Megahousing Scam, Calls Out MLA’s Role in Occupancy Certificate Irregularities
Panjim 02 June 2025: AAP’s Ramrao Wagh exposes the chicanery of RGP of putting blame on Azossim Mandur Sarpanch and absolve its MLA of any responsibility over issuing of occupancy certificates and Illegalities & corruption in the Megahousing Project by withdrawal of RGP support to Azossim-Mandur Sarpanch
In a press conference addressed by Prof Ramrao Wagh , newly inducted secretary of AAP Shrikrishna Parab and Sunil Signapurkar , AAP party reacted to the decision of RGP that was declared in a press conference that was held on 1st June blaming Azossim Mandur Sarpach Prashant Naik for not disclosing the matter of issue of over 90 occupancy certificates in a megahousing project that is built on survey number 8/1-D in Azossim village on Kadamba plateau and hence withdrawing the support of RGP to the panchayat.
They accused Sarpanch Prashant Naik of hiding this information and that they have alleged that there is some hanky panky in this matter. And hence, to distance themselves from the controversy have decided to withdraw support to ruling faction. They also claimed that even before Viresh Borkar became MLA that they were against this project. And hence by allowing the very same project occupancy certificates in bulk is a slap on their face. Azossim Mandur panchayat is the only panchayat that is claimed by RGP to be ruled by them.
Ramrao Wagh questioned this decision terming it opportunistic and trying to save the skin of RGP MLA who feigned ignorance on the matter when they are claiming that they are opposing the project for last few years. He questioned that if you cannot even ensure that the only one panchayat under your control does not work as per their “claimed” mandate how will you do it for rest of Goa? This is the primary question that people need to ask RGP.
Prof Wagh exposed the plan of RGP plan to make people believe that RGP and its MLA has taken drastic step against corruption and environmental damages and this needs to be welcomed. But on the contrary, MLA Viresh Borkar has conveniently avoided this matter for long and now since the same has been highlighted by press is trying to put the entire blame on the first time sarpanch of Azossim Mandur.
The urgent step that RGP took to announce withdrawal of the support was an immediate reaction to the News report in a local Daily on 29th May 2025 that Azossim Mandur panchyaat granted occupancy certificates to 94 flats out of which 87 were granted occupancy certificate on one day for a megahousing project in survey number 8/1-D-1.
This news was actually based on the information that was provided as a reply by Director of Panchayat for the legislative assembly question (LAQ) by MLA of Velim constituency Mr Cruz Silva in February 2025 assembly session. Which is almost 3 months old.
Infact, the same Daily also carried one more report on 31st May, 2025 about the construction debris dumped by same company in the neighbouring Azossim Communidade property at kadamba hills.
Further, these matters were also raised through written submission by Ramrao Wagh who is a resident of Azossim Mandur village in the last two gramsabha that were held recently and the same data that was obtained through LAQ by MLA Cruz Silva was presented by him. The villagers were shocked to know this and Gramsabha decided to conduct an inspection of the project. This inspection is yet to be held.
It is clear that objection and opposition to this project was in fact spearheaded by Ramrao Wagh sicne 2020 when the previous Panchayat body gave wholesale NOCs to this project for various works. Most of them were given after he raised objections and they then regularised these illegal works. That panchayat body did not even charged the development fee at the time of issuing permissions and only after obtaining all the documents under RTI when Ramrao Wagh questioned the panchayat they collected this revenue.
As claimed by RGP that they were also opposing this project from that time, Wagh challenged them to tell what exactly they did against this project till date.
It was Ramrao Wagh who filed complaints to Panchayat directorate, TCP, Collector and forest department about the project. The vast area of 3.5 lakh square meters had a private forest declared by various committees. Govt departments including TCP, Revenue and Forest have colluded to systematically exclude the private forest portion and later have altogether destroyed the area.
After the panchayat elections, new team as claimed to be First and only RGP ruled panchayat took control of Azossim Mandur . But the illegalities continued and in July 2023, this company started dumping debris in the nearby Azossim mmunidate land. Wagh filed a written complaint and later MLA also visited the site. TCP and other officials conducted the inspection where the company admitted that their contractor has thrown the debris and that they will remove it. Till date they have not removed that and to make it worse, they also started dumping debris on the other side of the property straight into the famous Azossim waterfall and stream and has resulted in damage in that area.
Since the matter was once agin raised by Ramrao Wagh in the last gramsabha in May 2025, panchayat has issued a letter just two days back to Administrator of communidades to take appropriate action on the company for dumping construction debris. No action has been taken.
In addition to the illegalities and corruption with the help of panchayat and government departments, the project proponents are also involved in cases related to GST, Income tax, stamp duty , payment of commission to sales consultants and also defaulting on providing services as per agreements. But there has been a very serious case of corruption at the local panchayat level wherein one of the ex-sarpanch who took major decisions in granting NOCs to this project has been rewarded with a flat in this project. This sarpanch after switching over several political parties is once again a active worker of BJP in St Andre. This shows that BJP right from its ministers to its workers are involved in this matter. The villagers can easily guess who is the person involved and at an appropriate time the name will surface.
The entire project by Prescon is divided in two parts. One is Amanha which has almost 200 plots. The other part is a set of four blocks of flats numbering around 230 . Both have other ementies like club house, swimming pool etc.
The LAQ reply by MLA Cruz Silva showed that overall 96 Occupancy certificates have been issued in survey 8/1 out of which few are for constructing houses by individual buyers of plots and rest 87 are for the flats given in bulk with one single application from project proponent. These flats are part of two out of four blocks. Which means these two blocks are not ready. All OC are in the name of the company and not in the name of the buyers of the flat. It is not clear whether panchayat has satisfied itself with all requirements as per terms and conditions in TCP, Health and SEIAA NOC about completion of project in all respects and only after that given OCs. Hence gramsabha decided to carry inspection which is not yet held.
Wagh alleged that the work is not complete and other facilities are not ready. Moreover STP was not functional when OC certificate were issued and hence PHC Khorlim issued a show cause notice to them.
The occupancy certificate were issued to residential building block of M/S Prescon Homes Pvt Ltd for block A3 and A4 as per resolution no 7(2) passed in panchayt meeting held on 11/3/2024. They were granted based on completion order by TCP dated 1/3/2024 and OC issued by PHC Khorlim dated 11/3/2024. Site inspection was conducted and issued OC on 23/5/2024 to total 87 flats in block A3 and A4. The date application was submitted is 7/3/2024 while resolution to consider was taken on 11/3/2024 meeting and actual occupancy certificate was granted on 23/5/2024.
The matter was raised by villagers in gramsabha with a letter seeking details by our villager Ramrao Wagh in two gramsabha that were held last. MLA used to attend gramsabha earlier but off late he has not attended. The gramsabha was covered by press where these issues were also highlighted.
Wagh further said that the LAQ 050 by MLA Cruz Silva whose reply is available to all including MLAs was available since February 2025 although the Annexure of the reply showed only date of application and date of meeting where this matter was discussed. These were received in March 2024 but actual OC were issued only in May 2024. The MLA out of political compulsion and pressure from his party has taken this decision to withdraw support of RGP. There is a need to investigate not only this but several scams going on in Curca Bambolim, Palem, Neura, Azossim Mandur and other villages of St Andre.The RGP party has clearly dumped the young sarpanch to save their skin from this issue and hence RGP supporters need to think and see how they are treated.
He further requested the sarpanch who otherwise is very prompt and efficient and admired by villagers to continue the work and request not only RGP panch members but all other panch members also to stay united and work for the welfare of the villagers. AAP will ensure its support and provide any guidance that is required to sort out this issue as well as help the panchayat in development matters.
Newly inducted AAP secretary and former RGP founder member Shrikrishna Parab criticises RGP leaders for consistently ignoring the ground workers and having dictatorial style of working in the party and not supporting their party collegues to save their skin.
AAP leader Sunil Signapurkar blamed RGP for allowing such scams to happen which showed their hollowness and showed that they are not taking up right issues and only are after publicity stunts.
