Goa Budget 2025-26: CM Dr. Pramod Sawant Presents Revenue Surplus Budget with Focus on Tourism, Infrastructure & Green Goa Campaign

Goa Chief Minister Dr. Pramod Sawant today presented the state budget for the financial year 2025-26, with a strong emphasis on boosting the tourism sector, enhancing infrastructure, and launching the year-long Clean Goa, Green Goa campaign. The budget has been presented as a Revenue Surplus Budget, with a surplus of ₹2,400.03 crore, showcasing the government’s financial prudence and development-oriented vision.

Fiscal Highlights of the Goa Budget 2025-26

Gross State Domestic Product (GSDP): ₹1,38,624.86 Cr (14.27% growth rate)
Per Capita Income: ₹9.69 Lakh
Revenue Surplus (2023-24): ₹1,423 Cr → Projected Surplus (2025-26): ₹2,403 Cr
Borrowing: Only ₹1,050 Cr borrowed, significantly lower than the permissible ₹4,500 Cr limit
Fiscal Deficit: ₹2,826.44 Cr (Well within 3.5% fiscal cap)
Special Assistance from Centre: ₹1,520 Cr


General Administration & Governance

  • ₹174.99 Cr allocated for General Administration
  • Unified Pension Scheme: 50% of average basic pay guaranteed
  • Public Infrastructure: ₹17.68 Cr allocated for the Goa Institute of Public Administration‘s new building
  • Renovation of Goa Nivas & Goa Sadan in Delhi; construction of a new Goa Bhavan in Belapur

Promoting Goan Culture & Tradition

  • Dindi Utsav (Margao) & Devi Lairai Jatra (Shirgaon) given State Festival Status
  • ₹26.05 Cr allocated for the Ayodhya Goa Ram Nivas, covering 3,801.86 sq. meters

Employment & Personnel Development

  • Recruitment Rule Reforms: Private sector professionals can now qualify for govt jobs
  • Mission Karmayogi: Mandatory online training for govt employees
  • 4000 new recruits through GHRDC
  • Goa Public Service Commission (GPSC): ₹15.95 Cr allocated for a new GPSC building
