Vijay Sardesai Criticizes State Government Over GMR Mopa Airport Deal

Vijay Sardesai, Chief of the Goa Forward Party and MLA of Fatorda, has launched a scathing critique against the state government, accusing it of favoritism towards GMR Group, the company responsible for the construction of the Mopa Airport. Sardesai’s comments have sparked significant debate, highlighting concerns over financial and administrative decisions related to the airport project.

Sardesai alleged that GMR Group had initially committed to investing ₹3,500 crores for the construction of Mopa Airport. However, he claims that the company has only spent ₹1,900 crores, falling short by ₹1,600 crores. Despite this shortfall, the state government has reportedly allocated 5 lakh square meters of land to GMR for city site development around the airport.

Adding to his criticism, Sardesai pointed out that the government was supposed to collect revenue amounting to 37% from GMR Mopa Airport every month, which approximates to ₹18 crores. He expressed shock that the government has decided to forgo this revenue until December 2024, leading to a potential loss of ₹108 crores.

“I’m in shock why the government is denying this money, which is vital for the state’s exchequer, while the middle class and poor people are being harassed for not paying on time,” Sardesai stated. He also cited reports suggesting that Mopa Airport will handle 95% of international flight arrivals and departures from Goa, further questioning the rationale behind the government’s revenue holiday decision.

Sardesai strongly condemned the extension of GMR’s revenue holiday period, labeling it as “anti-Goan” and vowing to challenge the decision. He emphasized that the government had previously assured that revenue sharing with GMR Mopa would commence in May 2024. However, there are now moves at the cabinet level to extend this period until December 2024, which Sardesai argues is not only a violation of the Concession Agreement but also a significant financial setback for the state.

“I have also learned that a cabinet note is being prepared to extend the revenue holiday, not by the Department of Civil Aviation but by a third party,” Sardesai revealed. He warned that such actions could result in massive losses to the exchequer and constitute a breach of the House’s privilege.

Sardesai concluded by stating that Civil Aviation officers from the Government of Goa would be held accountable, and the issue would be escalated to the Prime Minister’s Office (PMO), the Comptroller and Auditor General (CAG), and the Ministry of Civil Aviation, Government of India.

The allegations and subsequent fallout from Sardesai’s comments are likely to have significant political and administrative implications as the state government faces mounting scrutiny over its handling of the Mopa Airport project.

MLA Antonio Vaz Inspects Velsao Village Amid Environmental Concerns

Cortalim MLA Antonio Vaz visited Velsao Village today to inspect a site where toxic and hazardous effluents are allegedly being released into the sea by Paradeep Phosphate. This issue, according to local residents, has persisted for years, affecting the coastal areas of Velsao, Issorcim, Cansaulim, and other neighboring villages.

For years, locals have raised alarms over the environmental damage caused by these pollutants, which have led to the deaths of various fish species found in the rivulets and along the shorelines. The Goa State Pollution Control Board has corroborated these claims, confirming the release of urea and fertilizers into the water bodies.

The continuous pollution has sparked numerous protests and demands from the Velsao, Issorcim, and Cansaulim communities, especially the fishermen, who are directly affected by the deteriorating marine life. Despite the persistent outcry, previous MLAs had not visited the affected sites, leaving residents feeling unheard and frustrated.

Today marked a significant turn as MLA Antonio Vaz personally visited the affected site, demonstrating a commitment to addressing the environmental crisis. His visit has been welcomed by the residents, who have long demanded immediate action to halt the hazardous effluent discharge into the sea.

In response to the ongoing issue, MLA Vaz has directed Paradeep Phosphate to cease the pollution immediately. The directive comes with a stern warning that any continued negligence will result in stringent actions against the firm.

Residents and environmental advocates hope that this intervention will bring a long-awaited resolution to the pollution problem, restoring the health of their local marine environment and safeguarding the livelihoods dependent on it.

The published news in the Herald on May 28, 2024, highlights the severity of the situation, underscoring the need for urgent action to prevent further environmental damage. The local community remains vigilant and expects prompt and decisive measures to ensure that such negligence does not recur.

Goa Congress President Urges Speaker to Expedite Disqualification Petition

In a formal communication dated June 7, 2024, Amit S. Patkar, President of the Goa Pradesh Congress Committee, has issued a second reminder to the Honorable Speaker of the Goa Legislative Assembly, urging swift action on a long-pending disqualification petition. This plea follows two previous letters dated November 21, 2023, and May 13, 2024, seeking resolution on a critical issue concerning the defection of eight Members of the Legislative Assembly (MLAs) from the Indian National Congress (INC) to the Bharatiya Janata Party (BJP).

The disqualification petition, originally filed on December 6, 2022, targets eight MLAs: Michael Lobo, Digambar Kamat, Alexio Sequeira, Sankalp Amonkar, Delilah Lobo, Kedar Naik, Rajesh Faldessai, and Rodolfo Fernandes. These members are accused of violating the Tenth Schedule of the Constitution of India, which is designed to prevent political defections and ensure the stability of elected governments.

Despite the gravity of the allegations and the prolonged 17-month wait for a decision, there has been no conclusive action on this petition. Amit Patkar’s letter highlights the urgency of the situation, emphasizing the need for a timely verdict. Recently, the Speaker did issue a verdict on another petition involving Michael Lobo and Digambar Kamat, demonstrating the capacity for resolution within the legislative framework.

In his reminder, Patkar has requested the Speaker to expedite the hearing process and deliver a decision on the disqualification petition in a time-bound manner. He stresses that further delays are unacceptable and underscores the commitment of the Congress Party to seek judicial intervention if the legislative process fails to address their concerns promptly.

The resolution of this petition is not just a matter of procedural compliance but also holds significant political implications for the stability and integrity of the legislative process in Goa. The Congress Party’s insistence on addressing these defections underscores their commitment to upholding constitutional principles and the democratic mandate.

The timely resolution of such disqualification petitions is crucial for maintaining the credibility and functionality of the legislative assembly. The Congress Party, through its president Amit Patkar, has made it clear that they are prepared to take all necessary steps, including approaching the courts, to ensure that justice is served and democratic norms are upheld.

The ball is now in the court of the Speaker of the Goa Legislative Assembly, who must balance procedural due diligence with the pressing need for a prompt and fair resolution.
